Cargo consolidation involves multiple stakeholders with distinct roles, but fragmented processes and communication can make it difficult to track cargo and share information efficiently. BeezyLCL seeks to address this gap by connecting traders, consolidators and clearing and forwarding agents within one integrated digital environment.
Built around three key modules - the administrative, consolidator and trader modules - the BeezyLCL is designed to connect the different actors involved in the cargo-consolidation process rather than treating their activities as separate. The trader module, in particular, gives traders a direct point of interaction with the platform, enabling them to provide relevant information about their cargo and participate more actively in the documentation process. The consolidator module, meanwhile, is designed to support the management of consolidated cargo providing consolidators with a digital environment through which they can manage information relating to the shipments and traders they are handling. The administrative module provides the platform's administrative layer, supporting the overall management and coordination of the system.
Together, the three modules create a connected system that enables information to flow seamlessly among the different actors involved in cargo consolidation, reducing reliance on fragmented communication channels such as emails, physical files and standalone systems. As cargo moves through the consolidation and clearance process, relevant information can be shared and accessed by traders, consolidators and clearing and forwarding agents, supporting better cargo handling.
Clearing and forwarding agents play an important role in supporting traders with the technical and procedural requirements involved in customs declarations. Their ability to carry out these responsibilities, however, depends on receiving accurate and timely information about the cargo being declared. BeezyLCL’s connected approach bridges this information gap by linking information provided by traders with the activities of consolidators and the declaration process supported by clearing and forwarding agents. Rather than replacing the role of agents, the platform is intended to provide them with a more structured and accessible information base from which to perform their responsibilities. In this way, each actor retains their respective role while participating in a more connected and coordinated digital process.
The platform is also intended to integrate with Uganda Revenue Authority (URA) systems. Information shared during the ongoing stakeholder consultation indicated that the relevant APIs are already available and have undergone testing. Once integrated, the system will enable users to access relevant customs information, including tariff and classification data, within the digital workflow.
This integration is particularly important because customs declarations rely on accurate, consistent and timely information. Reducing the need to repeatedly recreate or manually transfer information could help minimise inconsistencies, reduce delays and improve coordination among the stakeholders involved. The platform provides stakeholders with a more consistent information base for cargo documentation and declaration.
One of the broader opportunities presented by BeezyLCL is its potential to create a shared digital trail across the cargo-consolidation process. As traders provide information about their consignments, consolidators can use the information to manage the consolidation process, while clearing and forwarding agents can access the relevant details needed to support customs declaration and clearance. By bringing these interactions together within a connected platform, BeezyLCL will reduce the reliance on separate records and fragmented information channels, while making it easier to verify, update and retrieve information when needed at different stages of the cargo journey.
